Their position is probably due to the concept of the driver not having to completely take their eyes off the road to check their mirrors. As for why it went away...well it didn't work all that well and it's a pain to adjust them.

The wing mirrors were born from a portion of the motoring code that stated the mirrors had to be visible through the area cleaned by the wipers.

I believe pedestrian safety may have had something to do with them disappearing. Like pop up headlights they have a habit of seriously hurting anyone who happens to roll over the hood of the car.
